Mr. Bilal has expertise in the areas of program planning and management, onsite support, capacity building, and concurrent assessment of drug demand reduction projects. Currently, he has been providing mentoring support in implementing sun child intervention efficacy study among the marginalized population groups, including children and juveniles with substance use disorder.
Before his current assignment, Mr. Bilal was a National Consultant with the National AIDS Control Organization (NACO), Ministry of Health and Family Welfare, Government of India, and UNICEF. He was in charge of overall program management of the country-wide Red Ribbon Express project on HIV prevention among youth and women, Life Skills Education Programme for Adolescents both in school and among out-of-school Youth on drug and HIV.
Mr. Bilal is the certified Child Drug Addiction Treatment Curricula trainer having completed a series of TOTs conducted by Colombo Plan Drug Advisory Program in 2014-15.
