Tobacco Taxation: A Win Win Win Policy for Public Health, Domestic Resource Mobilization, and Equity

Patricio V. Marquez, originally from Cuenca, Ecuador, served for 32 years as a lead public health specialist at the World Bank Group (WBG) working in over 80 countries globally. During his tenure, he worked across the global public health spectrum from designing and supporting the implementation of health system reform projects in Latin America and the Caribbean, Eastern Europe and Central Asia, and sub-Sahara Africa; coordinated the Global Tobacco Taxation Program supporting fiscal reforms in more than 40 countries in East Asia and the Pacific, Eastern Europe, Balkans, and sub-Sahara Africa regions; coordinated the Global Mental Health Initiative; co-led Ebola Emergency Response Program for West Africa (2014-15), including serving in Geneva as the WBG and WHO interface for the global response, and coordinating with the African Union funding allocation to support the deployment of African medical corps to the affected countries; was member of core teams that prepared the Global Avian Influenza Preparedness and Control Program in 2006 and the Global Food Response Facility in 2008 and co-coordinated with Transport team the preparation of the Road Safety Strategy for Eastern Europe and Central Asian countries. He has also served as part of the Global Work Group of the Advisory Committee to the US CDC director (2015-2017).
