UTC 82: Case Care Management (CCM)

The Case Care Management (CCM) curriculum and technical assistance program was developed by the Executive Secretariat of the Inter-American Drug Abuse Control Commission (ES-CICAD) of the Organization of American States (OAS), in collaboration with Treatment Alternatives for Safer Communities (TASC) and an international Case Care Management advisory group.

Following the ATI (UTC81), CCM (UTC 82) continues the ATI series and provides additional knowledge about implementing a network of coordinated services for justice-involved populations with substance use disorders. CCM is aimed at highly specialized professionals working on alternatives to incarceration programs, including therapeutic Justice, in the judiciary, health, and social services sectors to work with clients in the justice system, guiding them on their path toward recovery and social reintegration, thereby lowering recidivism and enhancing public security.

The training provides information on the CCM multisystem approach and the definition of CCM, including the key functions and international models. It offers an overview of the science of addiction and evidence-based treatment opportunities, including the risk responsivity model and desired treatment outcomes for people in the justice system. It also elaborates on the profile of a CCM manager and how to select and train this professional profile. The course ends with an implementation exercise and an overview of the steps for the CCM implementation. It provides a starting point to engage with the country in the technical assistance and a CCM pilot creation.
